    → Revision of the Tri-Agency Open Access Policy on Publications as seen by the Open Scholarship Policy Observatory (OSPO) 🔓The presidents of the federal research funding agencies (SSHRC-CRSH, Natural Sciences and Engineering Research Council of Canada (NSERC), Canadian Institute of Health Research) announced in July 2023 that a revision of the Tri-Agency Open Access Policy on Publications (2015) would be published in 2025.💎 In the context of this new revision, any article published in a peer-reviewed journal and originating from research funded by one of the federal agencies must be freely accessible upon publication. This measure therefore calls into question the 12-month delay that was allowed by the federal agencies in their 2015 policy.🇨🇦 According to many, Canadian open access policies have some catching up to do compared to the international situation. By lifting the one-year embargo, Canada is in line with measures recommended by several international institutions, such as UNESCO and the European Commission.In light of this announcement, the Open Scholarship Policy Observatory published a blog post with comments from a group of experts. Here are some excerpts:“The question today is not how long embargoes should last or who funded which study.     If you were wondering what the heads of French-language universities (what are referred to as francophone universities in the article) think about the recent change to tuition fees, many within the UQ system have signed this open letter. There is a discussion of the 2018 process of deregulating international fees. This was nice. However, the signatories have trouble understanding the issue from the different points of view. That of an international undergraduate vs. an undergraduate from the rest of Canada. The deepL translation of this part is, "While the impact of the tuition fee increase on Canadian students outside Quebec remains to be assessed, it should be remembered that tuition fees for international students are, in the vast majority of cases, already higher than the announced floor price." Obviously the decision making process for an international student is different. It's about the relative price point. Concordia's president pointed out that right now, York, Carleton and Toronto Metropolitan University now cost about the same as Concordia at $9k per year. At about the same price, a student can experience Montreal instead of Toronto. The fact that a student from the Middle East comes to study at Concordia paying >$20k is not relevant to figuring out what the Ontarian will do. With the proposed changes, that Ontarian can pay $17k to come here. I think we should open a bet among the signatories to bet on how the out of province enrolment will change. I will give the winner a Concordia Tshirt.
